Public Links in Answers are a way to securely share pages that would normally restrict a user from viewing. It essentially recreates the page, stripping out sensitive dynamic content (such as page names in macros and navigation), in a simple viewer.

Public Links would first need to be enabled by a Space Administrator of the space the content exists in, then a Content Collaborator would be able to enable Public Links for individual pages. After a Content Collaborator has enable a Public Link for a page, anyone with view access to that page can then access the Public Link for the page and share it out. A page will only ever have one Public Link, so if it is enabled, shared, disabled, then enabled again, it will still have the Public Link from when it was originally shared.

To enable Public Links as a Content Collaborator, navigate to the page you wish to enable Public Links for, select the Share menu, then toggle the Public Link item on the bottom of the menu.
