From the Tools Menu

Navigate to the page.  Click on the "Tools" menu option in the upper-right of the white portion of the screen and then select 'Attachments."

The number of currently attached documents will be listed next to the word "Attachments." So the page in this example currently has 2 attachments.

The attachments window will open up. You can use the "Attach Files" area to browse your file system, locate the file to be attached, and then double-click on the file (see "Attach File" screenshot below).  The file name will appear in the box next to the browse button.  You can add a comment that describes the file in more detail (this is optional).  When you are done, click on "Attach" to complete the process.   The file should now appear in the "Attached Files" section of the screen:

You can also add attachments to a page by dragging and dropping the file(s) into the box labeled "Drop files here to attach them":

If you want to insert multiple files at a time, select multiple files in your file system and drag them to the "Drop files here to attach them" area.  All of the selected files will be attached to the page.

While Adding or Editing A Page

If you want to link to a document or multimedia file (such as a video file), you must attach the file to the page first. You can attach a file by clicking the "Insert" button on the toolbar and the selecting "Attachments" when you are adding or editing a page. You can also attach files by clicking on the "Attachments" button at the bottom of the screen:

Either method takes you to the "Insert Link" window and the "Attachments" menu (which is highlighted in blue to indicate it is the currently selected menu).

Click on the "Browse" button to find a file in your local or mapped network drives).  Once you find the file you want to upload to the Answers page, double-click on it.  The file will be uploaded automatically as an attachment to that page in Answers and will now appear in the file list on the screen.  If more than one file is attached to the page, then the currently selected attachment will be highlighted in blue

At the bottom of the "Insert Link" window is a "Link Text" field.  Enter the text that you want to appear in the link to the attachment on your Answers page:

Then click on the "Insert" button in the lower right of the screen.  The link to the attachment will now appear on your page.
